Background:

This application is to amend the text of Policy 2.2.1 of the Future Land Use Element (Springhills Activity Center) by adding a fourth subsection that exempts a 0.9 acre portion of the southeast quadrant of the Activity Center from TND/TOD design standards.  The proposed text would replace the TND/TOD design requirement with those of the general Activity Center standards.  Further, the proposed amendment would prohibit drive-through uses in the remainder of the southeast quadrant. The 0.9 acre portion of the southeast quadrant is located to the south of NW 39th Ave. and is surrounded by existing auto-oriented uses and a rear access road.  The existing development pattern would present challenges to create an effective TND/TOD design. In staff ‘s opinion, the overall goals of TND/TOD design in the southeast quadrant would have a net benefit from the approval of this application as it proposes prohibiting drive-through uses in the remainder of the quadrant which could improve opportunities for bicycle and pedestrian friendly design and reduce greenhouse gas emissions.
