Background:

The site is the location of the former Einstein Montessori School and Morris Center speech/language pathology clinic, which last operated in 2018. The site has RP (Residential and Professional) zoning and a future land use designation of Low Density Residential (1 to 4 dwelling units/acre). The RP zoning district implements the Commercial, Office/Residential and Institutional future land use categories. Therefore, the existing zoning and land use are inconsistent.

The applicant has requested to amend the land use on this parcel in order to operate a private school or medical clinic.  These uses are considered as institutional, according to Policy 5.1.2 of the Future Land Use Element (Institutional land use policies).
