Background:
Kearns and West is the vendor being utilized by the County to manage public comments during the BoCC virtual meetings. They started providing services February of 2021 with said services being managed by the Communications Office. The initial PO was entered for $20,000 and then the encumbrance increased by $30,000 in April for a new PO total of $50,000. As of June 1st, the County has been invoiced for $33,136.25. All expenses are being paid from the General Fund Set-aside for COVID relief.
An additional $50,000 is being requested to cover services rendered in May plus expenses that will be incurred for the duration of the agreement.
Section 22.3-205 Special Procurement may be initiated without competition, when it is determined that an unusual or unique situation exists that makes the application of competitive sealed bidding not financially or operationally advantageous, or not in the County's best interest.
