Analysis of excess:
CCC - Per contract all excess funds are transferred to Fund 147 CCC Capital Replacement. These are not available for reappropriation.
Law Enforcement - $617,819.72 of the excess was requested by the Sheriff to be included as a carry-forward for outstanding POs for vehicles and safety equipment not received by fiscal year-end. This was included in the carry-forward budget amendment. This leaves $335,220,91 added to a reserve in carry-forward and available for reappropriation ($154,201 GF / $181,019 MSTU)
Jail and Bailiff funds are 100% General Fund and were added into reserves in the carry forward budget amendment and available for reappropriation.

It should be considered that these are one time return funds and the request is for continuing expenditures in the form of compensation.
