Background:

A cost allocation plan is an accounting report that calculates the agency-wide indirect costs to departments and funds that receive services from other departments. A cost allocation plan looks at each function and determines a specific allocation method to more carefully allocate each function of the divisions, programs, grants. As a result, indirect and other costs are allocated in a more targeted manner. A cost allocation plan also identifies the non-indirect costs or administrative costs that are incurred in support of many programs. For many grants, administrative costs to operate programs are distinct from indirect costs and must be identified and reported as a condition of receiving a grant.
