Background:

The Florida Department of Emergency Management (FDEM) has forwarded the agreement to Alachua County for the State’s 2021-2022 Emergency Management Performance Grant - American Rescue Plan Act (EMPG-ARPA) Competitive Grant. The Federal Fiscal Year (FFY) 2021 Emergency Management Performance Grant (EMPG-ARPA) provides funding to implement investments that build, sustain, and deliver the 32 core capabilities essential to achieving the National Preparedness Goal of a resilient nation. The FFY 2021 EMPG-ARPA supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response and Recovery based on allowable costs.

The intent of the EMPG-ARPA Competitive Grant Agreement is to provide each county with the means to successfully manage and operate an Emergency Management Program by enhancing county emergency management plans and programs that are consistent with the State and Local Comprehensive Emergency Management Plans and Chapter 252, Florida Statutes.

Resident Connect is a feature of the County’s emergency notification system, Everbridge. It allows Alachua County Emergency Management to notify a significantly higher percentage of our population in the event of an emergency. Resident Connect was originally funded by the Florida Division of Emergency Management; however, their funding of this product ended in 2021. Alachua County Emergency Management submitted a proposal for the competitive EMPG-ARPA grant and was successfully awarded funds to pay for an additional year of Resident Connect.

Period of agreement will end on December 31, 2022, unless terminated earlier in accordance with provisions of the Agreement.

The Emergency Management Section has been a recipient of both the State and Federal grants since the programs were created. These grants represent approximately 40% of Emergency Management’s annual operating funds. The remainder is provided by the BOCC General Fund.
