Background:

Areas around the Hills of Santa Fe subdivision have had a historical flooding issue and are considered a priority flooding area.  To address this issue, the BoCC, in August 24, 2021, approved the purchase of five additional pumps to be dedicated to or support pumping at priority flooding areas and Countywide as needed.  Also, permanent discharge piping has been installed at Hills of Santa Fe.

Additionally, in March of 2023, the Public Works staff started building a concrete flood-wall along the west side of NW 98th Steet to help prevent the flooding of homes in the Hills of Santa Fe Subdivision. The initial construction plans only required the removal of 4 trees. Two quotes were obtained. Nippers Quality Tree Service was awarded the job as low quote for $3,400. While the contractor was on site removing the trees, the scope of the wall’s construction was significantly expanded to reassure the homeowners the wall would mitigate flooding.  Unfortunately, due to the expansion of the wall, additional trees and stumps needed to be removed.  To meet the deadline and fulfill the promise made to the homeowners to have this project completed before the start of hurricane season, staff asked Nippers to remove the additional trees and stumps while they were there onsite. Nippers completed the additional work quickly and kept the project on schedule. The additional tree work totaled $17,228.00, which includes a $5,472.00 deduction from the invoice for needed sidewalk repairs caused by the stump grinders.

Staff has been instructed that there were other ways to handle the increase in scope that would not have resulted in a Special Pay request. These other measures, such as an emergency purchase order or an additional quote as the work was under $25,000, will be utilized if the need arises in the future.
