Background:
The State of Florida E911 Board met on January 19, 2023, to review and approve grant requests from Florida counties. The application submitted by the County was approved in the amount of $647,141.95 for a two (2) year grant term.
The Solacom Guardian 911 emergency telephone system in CCC has been operating 24x7x365 since operation began on 18 November 2018. Office computers typically operate 40 hours a week while 911 telephone system computers operate 168 hours a week, four times that of an office computer. Due to the amount of operation time and the importance of 911 services, it is an 911 industry standard to upgrade or replace system components every five (5) years.
With the transition from the AT&T legacy 911 network to an IP network, the need for cyber security services is critical for the safe and secure operation of 911 services with network connections in Winter Haven, Jacksonville, and other locations within and outside of Florida.
The County has an agreement with AK Associates dated January 14, 2020 for the Solacom Guardian emergency telephone system and maintenance. The agreement does not include language for the additional services and equipment. The first amendment to the agreement will increase the contract by an amount not to exceed $750,000.00 to cover the grant purchases.
The resolution amends the FY23 adopted budget to recognize the grant revenue and appropriate the expenditures. The grant is a cost reimbursement agreement and will require an interfund loan in an amount not to exceed $647,141.95.
On November 8, 2022 Item #23-0001 the Board Approved the State of Florida 911 grant application to the Florida Department of Management Services, E911 Office, and approved the Single Source Certification of AK & Associates for the purchase of Seculore cyber security services.
