Description:

The Dual County Consortium and Local Workforce Board 9 are requesting to enter an agreement with Alachua County to be LWDB9 Administrative Entity, Fiscal Agent and One Stop Title I Career Services Provider.

Approve the Second Amended and Restate Interlocal Agreement with Bradford County and authorize the County Manager to approve any related budget amendments and documents that need to be supplied to FDEO and/or USDOL

Background:

The Second Amended and Restated Interlocal Agreement amends the current April 2020 CareerSource Interlocal Agreement with Bradford County to authorize Alachua County to serve as staff to the CareerSource Council and Local Workforce Development Board (LWDB) and to also serve as the One Stop Title I Career Provider. Alachua County is in the process of hiring the current CareerSource staff as County employees so that they can continue to serve as staff to the Council and LWDB.  Dynamic Workforce Solutions (DWS) is currently providing One Stop Title I Career Provider services, but its contract will expire on June 30, 2021. In order to facilitate being able to provide One Stop Title I Career Provider services commencing July 1, 2021, Alachua County is also in the process of hiring those employees of DWS that are currently providing those services and that will lose their jobs when its contract with CareerSource NCF expires on June 30, 2021. Alachua County will be able to recoup all eligible personnel and non-personnel cost of employing the former Careersource and DWS staff from the grants awarded to CareerSource NCL.
