With this grant, the Local Workforce Development Boards (LWDBs) are responsible for implementing a comprehensive, proactive Rapid Response system with an emphasis on aversion activities. Agenda Item 21-0936 requests the 1 FTE addition to the program.

Background:
Local Workforce Development Board 9 (LWDB 9) oversees career center operations, provided by CareerSource North Central Florida (CSNCFL), in Alachua and Bradford Counties and receives funding by State program year (July 1-June 30) through formula, discretionary and dedicated grant purposes. LWDB9 received funding for the Rapid Response Grant in the amount of $93,710 for the period of July 1, 2021 thru June 30th, 2022.
Included in this award is the funding of a Rapid Response Coordinator which is being presented by Human Resources in agenda item. 21-0936.
Attached is the award notification and the Administrative Policy of CareerSource Florida. The overview of this grant is: WIOA requires states to implement statewide Rapid Response activities to assist adversely affected employers and workers as quickly as possible following the announcement of a permanent closure, layoff, or natural or other disaster resulting in a mass job dislocation. Rapid Response promotes economic recovery and vitality by developing ongoing, comprehensive approaches to identifying, planning for, or responding to layoffs and preventing or minimizing the impacts of layoffs on workers, businesses, and communities. Rapid reemployment is a central tenant of Rapid Response and is accomplished by helping affected workers quickly transition to reemployment, minimizing the duration of unemployment, or averting layoffs whenever possible.
