Background:

Alachua County develops and manages various projects related to the planning, design, construction, inspection, and maintenance of transportation, structures, and stormwater infrastructure.  The County is from time to time required to enter into supplements to executed funding agreements and required for the projects to obtain permits from other local, state, or federal government agencies. Many of these permit applications require them to be executed by the owner of the property, which, for Alachua County, would require the signature of the Chair of the Board of County Commissioners.

Agreements with State of Florida, Department of Transportation (FDOT), such as Local Agency Program agreements, have and will continue to come before the Board for consideration and approval. Sometimes, after execution of such agreements, these projects require the execution of supplemental agreements, addendums, and/or construction and maintenance agreements. The resolution will allow for these modifications to be approved, such as those which are typically required to extend contract time and adjust project limits. These resolutions do not authorize the County Manager or Director of Public Works/County Engineer to convey any property interest or promise to convey a property interest without Board approval.

The attached resolutions 1) grant authority to the County Manager and Director of Public Works/County Engineer to sign and submit permit applications of local, state, and federal agencies for permits required for the construction of transportation, structures, and stormwater projects, and 2) grant signature authority to the County Manager and the Director of Public Works Department/County Engineer to execute any subsequent agreements, supplemental agreements, construction and maintenance agreements, addendums, and amendments with FDOT for the planning, design, construction, inspection, and maintenance of transportation and stormwater infrastructure.
