Request for Special Pay to Joyner Construction for unforeseen work at Jonesville Tennis Rehabilitation

In accordance with the Alachua County Purchasing Manual and F&A’s Department Processing Handbook, we respectfully request your approval for payment of $13,768.90 to Joyner Construction Partners, LLC invoice #221-01.

Prior Board Motions:

February 28, 2017, Board adopted resolution and budget amendment creating a new fund to budget and appropriate the unanticipated revenue related to the November, 2016 voter approved Wild Spaces Public Places (WSPP) 1/2 cent sales tax referendum.

On January 22, 2019 the BOCC approved funding for the Tennis Court Improvements project.

Background:

During the rehabilitation of the courts and related work several unforeseen circumstances impacted the construction time and cost. The construction company unearthed necessary repair items that were unknown when the project started.  The start time of the construction was delayed and caused us to be more into the rainy season than had been planned. The courts are clay and need to be dry for four to seven days in order to be worked on. Contractor and Engineer worked with staff to reduce the extra cost as much as possible but were unable to eliminate it entirely.

 During construction there was additional root trimming in order to save a live oak tree located next to the Pro Shop and pergolas. Ultimately the decision was made by the arborist that the tree should be removed and replaced with a more appropriate tree for the space. There was also a palm tree by one court that needed removal. Some unsuitable soils were encountered and had to be removed to install new sidewalk. The beam repair called for on the plans wound up needing to be a replacement beam for the pergola.

 All work, including the extra work, has been completed and approval of this CO by the BoCC will close-out the project. There are no other claims/payment issues and final payment will be made to the Contractor.
