Background:
The State of Florida, Division of Emergency Management has forwarded the 2021-2022 State-funded EMPA Agreement to Alachua County. This is a cost reimbursement agreement designed to enhance the local Emergency Management program and its functions. The 2021 Florida legislature approved an allocation of $105,806 to Alachua County for a twelve (12) month period beginning July 1, 2021 and ending June 30, 2022.
The Emergency Management Section has two primary annual non-County funding sources. They are the EMPA and the Federal grant program entitled the Emergency Management Performance Grant (EMPG). The Emergency Management Section has been a recipient of both the State and Federal grants since the programs were created.
This is an anticipated grant award and was budgeted in the FY2020-21 adopted budget for the three (3) month period from July 1 to September 30, 2021.
During a desktop monitoring review by the Florida Department of Emergency Management, it was recommended that the County utilize EMPA grant funds for personal services expenses instead of operating and capital expenses to ease the grant monitoring and reporting burden for both Department of Emergency Management and the County.
