Prior Board Motions:

On December 5, 2017 the following motion carried:

1. Prioritize the flooded homes on the basis of severity of the damage and

determine willingness to sell.

2. If any sub divisions with flooded homes have an option for preventing future

flooding that is less costly than the acquisitions of homes, then select that

option.

3. It is not necessary to permanently protect an individual road segment from

the possibility of flooding. Pursue most cost-effective options to provide

access during flood events.

4. Analyze remaining County flood issues and incorporate findings into existing

priority list.

5. Meet with St. Johns and Suwannee River Water Management Districts to

identify criteria for cost sharing opportunities. Update project list and

determine if there are any other local or state funding opportunities.

6. To refer to OMB to bring back to the Board prior to the budget deliberations

funding options that would include bonding up to one half of the current

Stormwater Assessment and or special assessment districts or MSBU option

based on benefits specific to watershed basins.

7. Authorize the hiring of Consultants to assist with the process.

Background:

Following Hurricane Irma, Public Works Staff pursued Board direction to apply for grants to mitigate flooding in priority areas and to perform maintenance activities to reduce flooding.  Since then several locations have been improved.  Most locations where pumping has historically occurred after flooding events have been equipped with permanent discharge piping.  This has allowed faster deployment of pumps.  The locations include Robin Lane, Red Lobster Basin, Sunningdale, SE 35th Street Basin, and Hayes Glen.  During and after Hurricane Elsa these systems were very helpful to Public Works and to the residents near these locations.  For example, the improved pumping at Sunningdale allowed the basin to be drawn down further before the storm and maintained the water level such that no homes were flooded.  At Robin Lane, where nearby floodplains exceeded levels reached by Hurricane Irma, Public Works was able to re-open the entrance road in just over 24 hours as compared to nearly a week with Irma.

Public Works is making a request to purchase several items and materials to prepare for future flooding events.  These are:

1.                     Acquire five (5) additional pumps to be dedicated to or support pumping at priority flooding areas and Countywide as needed.  The county will procure the pump from a Cooperative Purchasing Agreement per Procurement Code 22-3.302(12)

2.                     Two metal storage buildings to properly care for all of the pumping equipment to be constructed at the Public Works Compound in Hague. The county will request approval of the Emergency Certification Form attached, per Procurement Code 22-3.302 (16)

3.                     Materials to install permanent discharge piping at Emerald Woods, Hills of Santa Fe, and Pine Hills. The county will use the Annual Bid 20-42 Drainage Infrastructure per pricing, conditions and specification of the solicitation.

4.                     Purchase 5 additional two-way radios and 20 car chargers. The county will procure the radio’s via Sole Source certification previously approved by the BOCC per Procurement Code 22-3.302(28)

The presentation also shows the difference in cost of the improvements made by Public Works compared to the costs for the improvement concepts in the 2010 Stormwater Master Plan.
