Move funds to Personnel Services in FEMA Disaster Relief Fund

Presenter:

Tommy Crosby, 337-6205

Description:

Several departments under the Board of County Commissioners have had to have employees work additional hours in response to the COVID-19 pandemic.  In order to reimburse these departments for this unbudgeted expense and consolidate these costs into one fund (to make is easier to track for reimbursement from the Federal Emergency Management Agency (FEMA)), a budget amendment needs to be approved to move existing budget from the operating and capital categories to the personnel services category.

Fiscal Consideration

$822,744 has previously been designated in the FEMA Disaster Fund for COVID with $772,744 in the operating category and $50,000 in capital category.  Budget amendment moves $200,000 to personnel services with $180,000 coming from operating and $20,000 from capital.

Background:

The FEMA Disaster Fund (164) was set up after Hurricane Irma to have a centralized fund to track expenditures for FEMA eligible reimbursement.

In April, a separate department/division (0060) was set up in the fund to track COVID related expenses for reimbursement from FEMA.  To date, personal protective equipment (PPE) and supplies have been purchased within the operating and capital categories of the fund.

COVID-19 Category B Public Assistance for Governmental Entities allows for reimbursement of overtime/additional pay cost for emergency protective measures conducted before, during, and after an event if the measures eliminate or lesson immediate threats to lives, public health or safety.  Several departments have incurred overtime/additional pay costs that were not planned so in order to keep personnel services within their allotted budget for the fiscal year and move these costs to a central location, budget needs to be set up in the personnel services category for the FEMA Disaster Relief Fund.
