Request to Approve the FY22 Nature and Culture Destination Enhancement Grant Funding Recommendations

 

Recommended Action:

Recommended Action

Approve the twenty Nature and Culture Destination Enhancement Grant funding awards as recommended by the grant evaluation team. Approve the contract template, authorize staff to issue each grantee a grant contract and corresponding purchase order, authorize the County Manager to execute contracts, including for the applicants with funding award recommendations in excess of $50,000; with all grant awards to be payable on a reimbursement basis only.

 

Make the legislative factual determination that the events, venues and activities recommended for funding have as one of their main purposes, the attraction of tourists as evidenced by the promotion of the event to tourists as set forth in their respective applications, and that each grant award is primarily related to the advancement and promotion of tourism.

Prior Board Motions:

On June 13, 2021 the Board of County Commissioners approved the FY21 Nature and Culture Destination Enhancement Grant application.

 

On July 14, 2020 the Board of County Commissioners approved the FY20 Nature and Culture Destination Enhancement Grant application.

 

On June 25, 2019 the Board of County Commissioners approved the FY19 Nature and Culture Destination Enhancement Grant application.

 

On December 11, 2018 staff was directed to incorporate objective criteria into the Destination Enhancement Grant scoring and funding recommendations.

Fiscal Consideration

Nature and Culture Destination Enhancement grants are funded by 85% of the third penny of Tourist Development Tax collections. The total award amount for the FY22 Grant is $782,384.00.

8 organizations did not apply for new funding as their existing funding was sufficient to fund their FY22 operations and marketing requirements. The total in carryforwards is $317,490. The total of 20 new awards plus 8 carryforwards is $1,099,874 in funding to 28 organizations. There is sufficient funding available for these awards.

Background:

On October 1, 2021 the grant evaluation team met in a public meeting to discuss their independent scoring, resulting in the attached recommended funding levels.

 

The applications are available in Commission Services for viewing upon request.

 

The FY22 adopted budget includes $1,000,000 for new awards, for which only $782,384.00 has been awarded. In addition, 8 agencies have requested using their prior year awards during FY22 instead, resulting in $317,497 being carried forward from FY21 as part of OMB’s carry forward process.  There is sufficient funding in FY22 for these new awards.  The prior year awards will be fully funded as part of carry forward, which is expected to be part of the November 9th meeting.  The Carry Forward total provided by Tourism varies from OMB because of rounding. It is for the same entities and the same prior year purchase orders.
