Background:

On January 14, 2020, the ACORN Clinic submitted a request to the BoCC during public comment to transfer the remaining funds for the medical program CAPP contract to its dental program contract.  On January 14, 2020 the BoCC discussed this request and directed the County Manager to refer it to the upcoming budget discussions.  On June 9, 2020, BoCC Chairperson Hutchinson directed that the ACORN request be placed on the June 23, 2020 meeting agenda for further discussion.

The ACORN Clinic receives both CAPP and CHOICES funding.  The CAPP contracts cover the time period of October 1, 2018 through and including September 30, 2021.  The ACORN dental program CAPP contract totals $45,698.00. The ACORN Clinic medical program CAPP contract totals $77,635.00, with a remaining unspent balance of $70, 527.90.

Community Support Services (CSS) staff have reviewed the ACORN request and asked for additional supporting documentation.  On June 16, 2020, the ACORN Clinic Executive Director advised CSS staff, there are 54 people currently on a new waiting list and 104 people are awaiting a call-back (new patients or existing patients requesting an appointment).

ACORN staff have provided a brief Power Point Presentation outlining the request to transfer only the remaining portion of the FY19/20 unspent medical program funds.  ACORN is not requesting the FY 20/21 funds awarded for the medical program.  ACORN staff also provided a financial analysis of the impact to its service delivery and added expenses associated with the COVID-19 Pandemic.

To date, CSS staff have not received any other requests from CAPP agencies to transfer funds or make budgetary adjustments.  Some CAPP funded agencies did request to change their service delivery methods including the use of tele-phonic and ZOOM conferencing, which staff subsequently approved.  Additionally, several CAPP funded agencies are operating below their planned levels of utilization which results in lowered requests for reimbursement.  Accordingly, CSS staff expect some agencies may request budget adjustments in the coming months.

As outlined in the attachments, the CAPP award process is based on a proration of funds requested by the agencies scoring 70 or above, based on the total amount of funding available.  All agencies eligible for funding based upon their score were awarded funds.  One agency, the Equal Access Clinic has not entered into a contract for the three programs awarded with total funding of $13,338.00 unused as of June 15, 2020.

There are no other CAPP agencies providing dental services.  However, the We Care, ACORN Clinic, and UF College of Dentistry are providing dental services funded under the CHOICES Trust Fund.

In response to this request, staff identified several policy considerations and reviewed the original RFA governing the CAPP FY 19-21 awards.
