Background:

Quivett Creek Development, LLC wishes to take advantage of Unified Land Development Code (ULDC) Section 407.125.3, the Multi-Modal Transportation Mitigation (MMTM) Program for the development of a traditional neighborhood development. This program requires an agreement between the County and the applicant. The applicant has submitted a development plan for approval. The applicant has chosen to satisfy its transportation system mitigation obligations through the MMTM program. The MMTM agreement is necessary for the applicant to establish the value of MMTM credit due for the construction of a capital project identified in the Comprehensive Plan, specifically the construction of SW 91st Street south of Archer Road. The roadway will be dedicated to the County and will serve to enhance the vehicular and pedestrian roadway network, as well as serving the needs of the development.

The values of the roadway right of way and construction cost were determined in accordance with the County’s requirements for MMTM credit per 407.125.3(h).  The value of right-of-way for the roadway is $82,299 and the creditable cost of construction of the roadway is $554,287.50. The credit granted for this capital project may be used to satisfy the MMTM obligation of development within the Multerra Traditional Neighborhood Development, or within other developments undertaken by the same development entity.
