Background:
This request is for the renewal of a special use permit allowing for a construction and demolition debris landfill within the Agriculture district, located on 44.5 acres at 20103 SW Archer Road. Originally approved as a sand borrow pit in 1984, the special use permit was then transferred to the current operator in 1987. Mining of the sand resource was completed over 20 years ago, and therefore no more excavation will occur on the site.
As an existing construction and demolition debris fill operation, this site is also regulated by the Florida Department of Environmental Protection (FDEP). The groundwater quality standards required by the FDEP permit for this site have been incorporated by reference into the proposed conditions for this special use permit. Conditions requiring timely receipt of all information associated with FDEP groundwater contamination requirements are included to make certain that County staff is adequately informed about any potential water quality concerns.
