Background:
The Leveda Brown Environmental Park and Transfer Station became operational 1998. The Facility manages over 190,000 tons garbage per year from residential, commercial, and industrial sources. The facility runs five days a week, 10 hours a day and half a day on Saturdays. The operations require continual management of the garbage with a front-end loader. Due to scraping by the equipment and deterioration due to the chemicals in the solid waste, the thickness of the Transfer Station Floor is reduced over time and has to be built back up to maintain State permit requirements and the structural integrity of the facility.
To facilitate the required repairs, the County needs to divert some of the solid waste that is processed at the Leveda Brown Environmental Park and Transfer Station to an alternate location. GFL Solid Waste Southeast LLC and WRH Gainesville, LLC
own and operate a construction and demolition (C&D) waste transfer station located at 5002 SW 41st Boulevard, Gainesville, Florida 32608 that is also permitted to handle municipal solid waste. Additionally, GFL Solid Waste Southeast LLC is the current municipal solid waste hauler for Alachua County and the City of Gainesville.
If approved, this agreement will divert 150 tons per day of municipal solid waste to the GFL / WHR Transfer Station while the repairs are being made to the Leveda Brown Environmental Park and Transfer Station. Additionally, the agreement will provide the County with the flexibility to use the GFL / WRH Transfer Station for future emergencies and as a back-up facility to the Leveda Brown Environmental Park and Transfer Station.
This agreement is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302 (28) of the Alachua County Procurement Code, Sole Source procurements in accordance with the Procurement Procedures Manual. However, since the dollar amount of the agreement may exceed the purchasing authority of the Procurement Manager, this agreement is being submitted for Board consideration and approval.
