The FY22 Adopted budget includes $270,000.00 to replace Tanker 21 (001.54.5480.522.64.00). The cost to replace the unit is $326,730.53 which exceeds the budget by $56,730.53. Staff recommends a transfer from the MSBU-Fire Reserves (011.04.0440.590.99.20) for the difference. The current MSBU-Fire Reserve balance is $4,695,221.00 and will be reduced to $4,638,490.00. This transfer will not require a reimbursement since the reserve balance exceeds the fiscal requirements.

Background:
Purchase Order is for the purchase of one (1) 2022 E-One VM8 3000 Gallon Tanker which replaces #3426 for Fire Rescue, this purchase was approved as part of the budget process. This tanker is one of four units that must remain available for response to maintain the County’s Hauled Water Certification. The estimated cost to replace Tanker 21 at $270,000.00 was submitted during the FY22 budget process. Since that time, costs have increased dramatically. The actual cost to replace this unit is $326,730.53 which is $56,730.53 over the budgeted amount. There are sufficient funds in the MSBU-Fire Reserves to cover the difference.
This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302(13) of the Alachua County Procurement Code, which permits the County to purchase Supplies or Services under Contract with cooperatives, including cooperatives that the County participates in accordance with Article 10, Section 22.10-201 (Cooperative Purchasing Authorized), providing the vendor extends the same terms and conditions of the Contract to the County. However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
