Approve Change Order 1 to Purchase Order 2021-1885, to Bliss Products & Services, in the amount of $3,712.50, for the Construction of a Concrete Sidewalk, Site Prep & Over-seeding disturbed areas at Grove Park. The revised Purchase Order Total is $108,192.16.

Prior Board Motions:

July 13, 2021, Board approved the Budget Amendment and Purchase Order 21-1885.

 

May 28th 2019 the Board approved the amendment to the Capital Improvement Plan (CIP), which authorized $125,000 to be spent at Grove Park.

 

February 28, 2017, Board adopted resolution and budget amendment creating a new fund to budget and appropriate the unanticipated revenue related to the November 2016 voter approved Wild Spaces Public Places (WSPP) 1/2 cent sales tax referendum.

There are sufficient funds to cover this expense in both the budget and the project.  $125,000 has already been moved into the project; of the $125,000, only $104,479.66 has been encumbered.  This amendment will utilize some of that unallocated balance.  Project #6214105 Grove Park: Improvements: Play Area. Fund 021.41.4100.572.63.98.

Background:

Grove Park is located at 6300 SE 152 Street Hawthorne, FL 32640 and is halfway between Newnans Lake and the center of Hawthorne. It serves the Grove community as well as the Rochelle community. It is also only a quarter of a mile from the Gainesville Hawthorne State Trail. Grove Park currently offers a baseball field, a basketball court, a pavilion with tables and grills and a dirt parking lot.

 

The walkway at Grove Park is being upgraded from crushed concrete to a poured concrete path that will provide access from the parking lot to the existing pavilion and new play area due to recent Florida ADA code changes.

 

 

This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.3-302(12) of the Alachua County Procurement Code, Procurement of Supplies or Services under Contract with federal, state, or municipal governments or any other governmental agency or political subdivision provided the vendor extends the same terms and conditions of the Contract to the County.  However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval. Prices, terms and conditions are per Clay County Contract #18/19-2, Various Equipment and Amenities for Parks and Playgrounds.
