Background:

In 2003, the Florida legislature and Office of the Attorney General (OAG) began designating funds to support Florida's certified rape crisis centers. Alachua County Board of County Commissioners Victim Services & Rape Crisis Center (VSRCC) was one of the first rape crisis centers in the state to receive this funding. The grant allows for the provision of services to sexual assault survivors and their families. VSRCC serves Alachua, Bradford and Union Counties with rape crisis response services. The grant provides partial funding for 1 FTE, afterhours in-person response services to sexual assault victims, and office and client supplies.

The Board previously adopted Policy 10-1 the Alachua County Board Intellectual Property Policy.  Section 5 of the board policy provides the terms and conditions of IP ownership when developed by Alachua County employees.  The provisions of the grant agreement, Section R, pages 4-5 are in conflict with the Board policy as the grant agreement indicates the State of Florida will own any IP developed as part of the grant.
