Background:
The project provided additional sidewalks in the City of Archer as a Federal Safe Routes to School Grant administered by FDOT. Construction was completed in November 2019 and staff is in the process of closing out the construction agreement with the vendor and the funding agreement with FDOT.
During the construction project, some of the bid quantities were overrun increasing the construction expenditures above the funding agreement with FDOT. The resolution and budget amendment provides $7,446 in funding for the overruns.
FDOT completed and provided design plans for the project which the County utilized to bid. The plans included sidewalk in former CSX right-of-way, currently owned by the City of Archer and previously owned by the County which was not obtained in accordance with federal regulations; as such, federal funding cannot be expended for work that occurs on this property. The construction agreement included sidewalk in this area and was completed. The budget amendment includes $5,000 relocated to this project from Bike/Ped Program, Kincaid Loop Trail project to cover the work that was completed in this area. Delivery of the Kincaid Loop Trail project will not be delayed due to this reallocation.
