Prior Board Motions:

8/4/2020: BoCC committed $250,000 in capital expenditures for a Central Receiving Facility.

8/12/2021: BoCC Meeting with a 4 Part Motion to Move Forward with Seeking Funding and Related Endeavors to Implement a Central Receiving Facility Program.

5/10/2022:  BoCC approval that a Central Receiving System (CRS) be implemented as a bricks and mortar location on the campus of a Public Receiving Facility with a Crisis Stabilization Unit. BoCC instructed staff to proceed with a formal application for American Rescue Plan Funds (State and Local Fiscal Recovery) in the amount of $1.75 Million to support future operational costs of the planning CRS. BoCC allocated an additional $250,000 for the capital component of the Central Receiving System.

Budget for capital purposes for the Central Receiving System Identified as $1.5 Million Total. Funding sources include Alachua County ($500,000 from the General Fund), City of Gainesville ($500,000 and $496,500 from a Legislative Budget Request). Additional budget for Operational Costs is $2.5 Million, toward which $1.75 Million in American Rescue Plan Funds would be committed by the County.

Background:

Since the BoCC last met in May, there have been additional developments in assembling the financing necessary to address capital requirements for the construction of a facility for CRS services. In response to the need for additional funds and the BoCC Chair letter requesting the City of Gainesville Commission to consider assisting in the match, the Commission agreed to commit an additional $250,000 toward the capital budget. This action, which demonstrates an equal share of funds from both City and County, ensures full financing of capital needs, as the City of Gainesville had already secured a Legislative Budget Request for $496,500 to be devoted to this purpose. Action is now underway by County staff to submit the full Performance Report/Recovery Plan for American Rescue Plan (ARPA) funds which is required under Department of Treasury guidelines. This action will request $1.75 million in ARPA funds. It requires BoCC approval, and the document is planned for consideration at the August 23rd meeting.

In addition to financing, there have been significant activities on the part of Meridian Behavioral Health Care, Inc. to prepare plans to implement both capital and operational elements of the CRS Program.  There will be formal contracts between the City and Meridian and also the County and Meridian. These documents have been developed by legal staff for the City and County respectively and are now under review by the appropriate parties at Meridian.

The presentation will provide a forum to further inform in more detail both the BoCC and the City Commission of these developments. Importantly, Meridian will be able to share its capital construction plans and the plans being prepared for making operational the site, including the timelines for the entire project.
