Description:

Prior Board Motions:

On March 13, 2018 the Board approved and signed DEP Agreement No. LP01121 for the Newnans Lake Improvement Initiative Phase II project. On May 28, 2019 the BoCC authorized the extension of LP01121 Newnans Lake Improvement Initiative Phase II agreement (Contract LP01121) to July 31, 2021. On August 28, 2019 the Board approved Change Order 2 updating the grant work plan.

Fiscal Consideration:

Fiscal Consideration

NA (no change to the amount of the agreement). This project is funded in Fund 259 Newnans Lake Initiative Grant and there is sufficient budget to support this amendment and complete the project.

There is no measurable cost to having staff take on Task 3: EPD staff will do the field data collection activities, which will be integrated into regular field data collection activities; staff time writing the report will be partially offset by not needing staff time to review and comment on a consultant report; and there is a budgeted intern that will be responsible for formatting the report and data, as part of the intern’s normal duties.

Background:

Newnans Lake has a total maximum daily load (TMDL) for nitrogen and phosphorus and nutrient reduction goals are set forth in the Orange Creek Basin Management Action Plan. The Phase II project underway includes construction of a permeable reactive weir for Little Hatchet Creek and assessment of Hatchet Creek to locate potential areas for instream nutrient reduction treatment. The assessment of Hatchet Creek is complete and the construction of the gabion weir will commence this summer. During final design and permitting, the project costs to complete the installation of the weir (Task 2 Project Management) would exceed the amount allocated to this task in the work plan. This Amendment eliminates the final report task (Task 3) and reallocated the budget to Task 2. The final report will be completed by County staff. Other changes included by DEP are a revised progress report form and revised public records requirements.
