Background:

The Board directed staff to prepare ULDC amendments related to Solar Facilities and Major Utilities to ensure consistency with recently enacted SB 896.  The proposed amendments contain the revisions requested by the Board related to landscaping and buffers for Solar Facilities and Major Utilities.  Staff has provided a review of relevant research in the potential for heat island effects of solar facilities as well as showing graphical representations of properties with different levels of buffers and tree canopy.  Additionally, staff is proposing to correct an inadvertent inconsistency with the recently adopted Car Wash use which was added to the Code in the Fall of 2020.
