Background:

The ACFR Central Supply Warehouse (CSW) provides medical supplies, medications, uniforms, household, fitness items, produces medical grade oxygen, fire and ems equipment and tools, cleaning supplies, and coordinates and tracks maintenance on fire and ems equipment and appliances.  CSW staff is also responsible for the receipt, maintenance and tracking of all capital items.  The CSW has had the same number of FTEs (3.0) since 1999 despite experiencing an overwhelming amount of additional responsibilities during this 23 year timeframe.  The Department had 167.5 FTES in 1999, 314 in 2022.  Most of this FTE increase were operational employees having a direct impact on workloads at CSW: City of Archer, Hawthorne and Waldo Stations, additional staffing in the rural stations, 5 additional rescue units, Peakload division, and all units upgrading to Advanced Life Support level of service.  In 1999, Medical supplies and medications expenditures were $243,402, in FY22, it is $840,736.  There are other similar examples in EMS and Fire maintenance, equipment, tools, etc.  In 1999, the EMS and Fire Operating Category was $4.2M, in FY22 it is $10.7M.  The workload has reached critical levels where security and accountability of the warehouse and items stored here are regularly compromised.  For example, it is very common for one employee to be left to manage the entire warehouse - receive deliveries, deal with walk-in requests, phone calls, etc.  The result has produced a delay in service, special assignments and implementation of improvements being put on hold, an inability for staff to used earned time off, decreased moral and errors due to lack of time to properly review work.  In addition, CSW was assigned as the County's staging area during COVID to receive and disburse personal protective equipment to our community.  It is anticipated that this will continue during disaster and emergencies.  This position will address some of the staffing deficiencies at CSW that has occurred due to the growth of Fire Rescue over the last 23 years.

 

The FY23 Public Emergency Medical Transportation (PEMT) Program will fund the position for the first year.  After that, funding will transition to the General and MSBU Fire Funds.
