Background:

The residential property owner applied for the City exemption during an earlier year.  Due to some delays in processing this is not under review for the County portion of the ad valorem tax.  If approved, the ad valorem exemption will be for 10 years and will cover only the increased assessed value of the property resulting from the renovations that took place as part of the tax exemption application.  The enclosed application for the property has been reviewed by the certified local historic preservation office of the City of Gainesville that has determined that the property and improvements meet the federal Secretary of Interior Standards for Historic Preservation and are therefore qualified.  Therefore, if approved the property is also eligible for the County exemption.

The owner of the property (716 SE 4th Avenue, Gainesville) has completed property improvements to an existing structure

The Property Appraiser has not provided a preliminary estimate of the value.  Records of Permit 18-00705 from March 2018 indicate the value of improvements was $160,000.

Note the prior value and tax is not impacted by the historic exemption if approved.  In 2020 total ad valorem taxes were paid and the County portion of this amount was based on a millage of 7.8935 with an assessed and taxable value of $115,500.  County ad valorem tax in 2020 was $911.70 of a total of $3,486.07.  In 2021 total ad valorem taxes were paid and the County portion of this amount was based on a millage of 7.8662 with an assessed and taxable value of $127.050.  The County portion of the total$3,760.06 ad valorem taxes was $999.40 in 2021.

The City staff report documents the project work.  Attachments include:  1. (County) Resolution and Covenant for 716 SE 4th Avenue, Gainesville (Documents requiring action-2 separate files, with owner signature attached separately showing agreement of owner).  2.  Adopted City of Gainesville Ordinance 200281 and Covenant.  3.  City Staff Report  4.  Maps of 716 SE 4th Avenue, Gainesville 5.  Property Appraiser report and tax record.
