The E911 fund will support the entire cost of the transition.  The agreement is not to exceed $1,409,416.16 over the five (5) year term.  The initial $1,000,000.00 down payment for services results in an annual recurring payment from the County of $81,883.21 for five (5) years for database, routing and in-bound text services.  The budget amendment will transfer $1,000,000.00 from the E911 Reserve (126.04.0440.590.99.23) to E911 Communication Services (126.54.5471.529.41.00).  This transfer will reduce the E911 Reserve from $1,303,556 to $303,556 which is a sufficient capital reserve.

 

The existing AT&T services will continue for some time to provide redundancy during the transition phase.  In addition, AT&T will continue to provide routing of 911 calls from landline phones.  These costs and the annual recurring costs for the agreement INdigital of $81,883.21 are within the FY22 Adopted budget.  No increase in recurring operating costs is anticipated.

Background:

AT&T is the current provider of the 911 services for the Combined Communications Center (CCC). The current AT&T network in use by CCC is considered a legacy network. Legacy networks throughout the country are transitioning to Emergency Services Internet Protocol Networks (ESInet) for the 911 traffic network and Next Generation Core Services (NGCS) for location repositories and call routing.

 

An ESInet is a private, public safety only network for the transmission of 911 related voice, data, text, picture, and streaming videos and allows for the transfer of this same information to other counties on the INdigital or other service providers ESInet. In Florida, there are five or six other companies providing ESInet and NGCS. Currently, on the AT&T legacy network, only the voice is transferred to another county with a 911 call from Alachua County.

 

The County published RFP 21-976.  On October 12, 2021, the Board approved the ranking and authorized staff to negotiate an agreement with INdigital as the provider of NGCS and ESInet.  The E911 fund has sufficient funds in E911 Reserves to fund the $1,000,000 down payment for services.  The annual recurring costs for five (5) years is $81,883.20 and are included in the FY22 Adopted Budget.  The funds are currently allocated to AT&T services which will be reduced once the transition to INdigital is complete.
