Background:
The adopted Comprehensive Plan 2019-2040 includes the Recreation Future Land Use designation on the Future Land Use Map, however the Plan does not include any policies implementing this category, as is required by Sec. 163.3177 (6)(a)1., F. S. During the public hearing process for an application proposing a land use change for two parcels with Recreation land use, it was determined that the Comprehensive Plan did not include implementing policies for the Recreation land use designation. The Alachua County Board of County Commissioners (BoCC) in February, 2021 instructed staff to develop draft Recreation policies for the Future Land Use Element (FLUE) of the Comprehensive Plan (Plan) for consideration by the Board. Staff conducted a virtual workshop on August 26, 2021 that was attended by roughly 60 citizens from all over Alachua County, and staff presented the draft policies which were discussed with the attendees. A public hearing with the Local Planning Agency was held on September 15, 2021, and following a staff presentation, the Local Planning Agency approved a motion (4-1) to recommend that the BoCC transmit the draft policies to the State Land Planning Agency. A public hearing to transmit the proposed Comprehensive Plan Amendment was held by the Board of County Commissioners on October 26, 2021 and the Board approved a motion to transmit the amendments to the State Land Planning Agency and other agencies for review and comment. No comments were received from the State Land Planning Agency or other agencies during the comment period. Staff recommends adoption of the ordinance to amend the Recreation policies of the Future Land Use element of the Comprehensive Plan.
