Description:

This grant opportunity is to pilot an in-unit recycling bag for approximately 2,000 apartments. The goal of these bags is to offer apartment residents the ability to pre-sort and separate their recyclable materials from the rest of their waste prior to disposal resulting in greater participation and additional recyclables being collected. The bags will also provide education information about our recycling program and how to properly prepare the recyclable materials. The bags will be purchased by The Recycling Partnership and the monitoring/measuring will be conducted by Kessler Consulting. The role of the County is to identify the apartments to be included in the pilot, offer educational programs to the residents, and assist in the design of the bags.

Recommended Action

Approve The Recycling Partnership Apartment Recycling Grant, authorize the Chair to sign it on behalf of the County, and authorize the Manager to sign any subsequent grant related documents and reports on behalf of the County.

Prior Board Motions:

On September 28, 2021, the Board adopted the Zero Waste Strategy Report and Implementation Plan. The pilot project supported by this grant aligns with the goals presented in that report/plan.

There should be no expenses incurred by the County beyond potential overtime if educational programs at apartments are scheduled outside of regular working hours.  Overtime would be paid from account 405.76.7620.534.14.00

Background:

In 2021, The Recycling Partnership and Kessler Consulting approached Alachua County with an opportunity to apply for a grant with the intended purpose of increasing recycling at apartment complexes. At the time, Kessler Consulting was assisting the County with the Zero Waste Strategy Report and Implementation Plan and knew of our communities need to improve apartment recycling efforts. If approved, the pilot project supported by this grant will begin in the late fall or potentially early winter. If the metrics indicate that the pilot project was a success, then it will be expanded to more than 10,000 apartment units with the support of The Recycling Partnership.
