Background:

The Horse Protection Association of Florida (HPAF) has be in operation for 30 years, located in Micanopy since 2001.  They have held an annual fundraiser at the Agriculture & Equestrian Center for the past seven years.  The event consists of a: (i) series of riding lessons given by local instructors in front of an audience, and (ii) a silent auction and raffle. The proceeds are used to rescue horses that are victims of starvation, neglect and abandonment.

Policy 16-31, found by clicking:  <http://alachuacounty.us/Depts/HR/Pages/PManual.aspx?nPolicyId=16-31>, does not specifically refer to the Agriculture & Equestrian Center, however, it does address “County Sponsorship.”  The request has been made at least three (3) months in advance; the applicant has met all requirements/rules; they have not violated an access agreement in the last two (2) years; and their event meets a social service public purpose consistent with a service currently offered or funded by the County (i.e., HPAF assists the ACSO Rural Ag Unit in caring for sick, injured or abused horses).  This particular event supports horses seized by the ASCO that are the victims of starvation and neglect, assisting the Alachua County Sheriff’s Agricultural Unit by accepting seized or surrendered horses. HPAF provides their service at no charge to the ACSO and operates solely by donations).  The organization will be required to enter into the County’s Facility Use Agreement and provide liability insurance in the amounts required by Risk Management.
