Approve the Ranking and authorize staff to prepare an agreement for 24-26 Annual Collection Services of Solid Waste and Recyclable Materials:
1. GFL Solid Waste Southeast, LLC
2. Waste Pro of Florida, Inc.
Authorize staff to prepare an agreement with top ranked firm, GFL Solid Waste Southeast, LLC, and with the second ranked vendor Waste Pro of Florida Inc., if agreement with the top ranked vendor cannot be finalized.

August 25, 2020, Board approved the displacement of commercial haulers and instructed staff to notify affected haulers of the County’s intent to initiate the displacement process. Item 20-0664.
July 13, 2021, Board authorized staff to issue an RFP for an exclusive collection agreement. December 13, 2022, the Board approved a draft scope of work to issue as part of the RFP. Item 21-0561.
March 14, 2023, Board approved ordinance changes which allowed certain provisions included in the RFP to be authorized within the County. Item 23-0519.

The County is liable for the costs related to the residential portion of this agreement. Based on the unit counts provided during the RFP process, the annual cost for residential collection services related to this agreement will be approximately $4.9 million per year. There is an annual rate increase allowed based on the annual CPI with a cap of 5% per year. Funds to cover these expenses are collected through an annual non-ad valorem assessment in account 148.76.7600.534.43.50.

Background:
At the request of the Board, staff began working towards implementing an exclusive solid waste collection agreement for residential and commercial waste. The first necessary step to begin this transition was to provide the statutorily required three-year notice of displacement to all currently franchised waste haulers. Each affected waste hauler was notified of the properly noticed public meeting and on August 25, 2020, the Board approved the notice to displace all affected waste haulers. These notices were provided to each waste hauler in September of 2020. In March of 2022, the affected waste haulers were invited to participate in roundtable discussions with staff to express any concerns or identify any issues with a proposed scope of work for the exclusive franchise.
RFP 24-26 Annual Collection Services of Solid Waste and Recyclable Materials was released on January 5, 2023. The deadline for receipt for RFP 24-26 Annual Collection Services of Solid Waste and Recyclable Materials was February 22, 2023, two (2) vendors responded.
On March 7, 2023, the public evaluation meeting of the proposals was held with GFL Solid Waste Southeast, LLC being selected as the top ranked vendor.
