Background:

Quanor (Butch) Skipper is retiring from the Alachua County Public Works Department after 35 years of service.  Mr. Skipper’s separation date from the County is May 28, 2020. However, due to accrued leave balances, Mr. Skipper’s final day on the job with Public Works is February 2, 2020.

Mr. Skipper is currently employed as a Senior Engineering Technician, but his recent duties have been more in line with those of a Maintenance Supervisor III.  At this time, the Public Works Department needs a Maintenance Supervisor III to replace Mr. Skipper and does not need a replacement Senior Engineering Technician.  Therefore, the Public Works Department recommends the creation of a new full time employee position for a Maintenance Supervisor III and the elimination of the existing full time employee position for a Senior Engineering Technician, upon Mr. Skipper’s separation date.  This will result in the full time employee job description matching the duties of the new full time employee hire.

The Public works Department proposes to create the new Maintenance Supervisor III position effective as of February 2, 2020 in order to allow the position to remain staffed between Mr. Skipper’s last day of work and his separation date.  The elimination of the Senior Engineering Technician will not be effective until May 29, 2020, after Mr. Skipper’s last day of employment with the County.
