Description:
Consideration for approval of Change Order No. 1 (CO1) and for Project No. 8201912 (FY20), Alachua County Jail Shower Resurfacing and Budget Amendment (BA) No. 2022-00001342 transferring $82,000.00 from 8201913-FY21-Paint - Sheriff HQ Building, FY21 Allocation, Paint & Repair Sheriff HQ & Fleet into 8201911-FY21- Alachua County Jail Shower Resurfacing. This action will provide funding for the proposed CO1 and $5,847.41 of additional funding for Contingency.

Approve Change Order No. 1 (CO1) for Project No. 8201912 (FY20), Alachua County Jail Shower Resurfacing in the amount of $94,807.59 and Budget Amendment (BA) No. 2022-00001342 transferring $82,000.00 from 8201913-FY21-Paint - Sheriff HQ Building, FY21 Allocation, Paint & Repair Sheriff HQ & Fleet into 8201911-FY21- Alachua County Jail Shower Resurfacing; authorizing the use of $12,807.59 from contingency to pay the balance of CO1, leaving a remaining Contingency balance of $5,847.41; and authorize the Chair to execute same on behalf of the County.

March 23, 2021: Approve the solicitation award, contract, and budget amendment for bid 21-963 Alachua County Jail Shower Resurfacing Project to E.B. Morris General Contractors, Inc., as the lowest responsible and responsive bidder meeting specifications. The award is for the Base Bid ($165,000.00), plus Alternate 1 ($88,400.00) and Alternate 2 ($119,700.00), plus a 5% contingency amount of $18,655.00, for a total fiscal impact of $391,755.00, and authorize the Chair to execute same on behalf of the County

Background:
On March 23, 2021, The Board of County Commissioners approved Contract No. 11730 with E.B. Morris General Contractors, Inc for Project No. 8201912 (FY20), Alachua County Jail Shower Resurfacing. Due to COVID spikes within the County Jail population, a Notice to Proceed (NTP) was not issued until August 23, 2021. Almost immediately after issuing the NTP, the COVID cases spiked once again and scheduling multiple shower locations at the same time was very challenging. Only location 1B was able to be finalized.
Due to the current pandemic the project has been delayed several times. The industry has experienced an increase in materials cost and labor shortages. Therefore, Change Order No. 1 is being forwarded for your consideration in the amount of $94,807.59. The cost has been negotiated from the original proposal of $111,538.34. The cost of CO1 will be paid for by a BA of $82,000 plus $12,807.59 from existing Contingency funds ($82,000 + $12,807.59 = $94,807.59), resulting in a new Contract Amount of $467,907.59 and a remaining Contingency of $5,847.41.
This work is necessary to maintain the Florida Model Jail Standards (FMJS) certification. An inspection is currently scheduled for June 16, 2022.
