Background:

The Emergency Operations Center’s (EOC) Audio Visual (A/V) System is in need of a comprehensive update to maintain operational readiness. The current EOC A/V technology is comprised of small, ad hoc technology updates that have taken place since being established in 2000. The current patchwork of updates continue to fail in real world activations and monthly functions checks. This need has been documented in multiple after-action reports concerning real world incidents and exercises. The most notable needs were documented in, Hurricane Dorian (2019), Hurricane Irma (2017) and the UF controversial speaker incident (2017). After the documented A/V failures in 2017 the County allocated 2018 funds to initiate the process of updating current EOC A/V hardware to more modern standards. These funds were carried over until the Director of Emergency Management vacancy was filled in June 2019.

This purchase is exempt from the County's competitive bidding requirements pursuant to Section 22.11(15) of the Alachua County Purchasing Code, which permits the County to purchase supplies, materials, equipment and services under contract with federal, state, or municipal governments or any other governmental agency or political subdivision providing the vendor extends the same terms and conditions of the contract to the county, based on the determination by the Procurement Manager of such purchases off these contracts being in the best interest of the county.  However, since the dollar amount of the purchase exceeds the purchasing authority of the Procurement Manager, this Purchase Order is being submitted for Board consideration and approval.
