Background:

On 8/11/2020, the Board of County Commissioners approved the Coronavirus Subrecipient Agreement with the Florida Housing Finance Corporation.  The agreement, in response to COVID-19 recognizes the disruptions of Florida’s economy resulting in high rates of unemployment and business closures.  The funding is to alleviate the burdens of Floridians that were impacted by the pandemic and who are in need of assistance with rental payments, mortgage payments, and home repairs.  The Florida Housing Finance Corporation has allocated additional funding to support this initiative bringing the total to $556,533.00.  The initial allocation received was $353,326.00.  Additional funding awarded by the First Amendment is in the amount of $203,207.00.

The County’s Department of Community Support Services is responsible for the administration of the CRF Funds via the Division of Housing Programs.

Staff recommends the use of the funding for the period of April 1, 2020-December 30, 2020 in the following way(s):

1.                     Rental, Mortgage and Utility Assistance (arrears and deposits)

2.                     Foreclosure Prevention

3.                     Eviction Diversion

4.                     Emergency Home Repairs

5.                     Housing Re-entry Assistance (security deposits, utility deposits, and temporary store of household furnishings).
