Background:
The County engaged PFM Financial Advisors to serve as the County’s FA for the proposed issuance of the Tourist Development Tax Revenue Bonds, Series 2021A and 2021B to finance the Alachua County Sports Center Complex. Based on the desire to receive proposals based on multiple repayment terms (15, 20, 25 & 30 years), PFM recommended the County pursue a privately placed direct bank loan, which in today’s market was expected to be an efficient and cost effective method of financing.
PFM distributed a request for proposals (“RFP”) on June 29, 2021. The County received five (5) proposals from prior to the submittal deadline of 2:00pm on July 20, 2021, from the following institutions: Bank United, Capital One Public Funding, JPMorgan Chase, Sterling National Bank, and Truist (formerly SunTrust). A summary of the responses is attached.
Based on interest rates of 1.75% for the 2021A Bonds and 2.07% for the 2021B Bonds and acceptable terms and conditions, including favorable prepayment flexibility terms, PFM recommended and County & Clerk staff concurred to select SunTrust now Truist as the loan provider for the 2021 TDT Bonds.
