Description:

Historic Ad Valorem Exemption for one (1) property in Gainesville. The City granted the exemption in 2020, for 10 years beginning 2021.

Prior Board Motions:

In accordance with Comprehensive Plan Historic Preservation Element Policy 2.8, and per the Alachua County Code, the Board may grant an ad valorem tax exemption for historic preservation for qualifying properties within the county.

Probably none, since the property appraiser staff has indicated roof improvements are considered maintenance and therefor don’t have major impact on assessed value.

Background:

This property owner has applied for the exemption this year. If approved, the ad valorem exemption will be for 10 years and will cover the increased assessed value of the property resulting for the renovations that took place as a part of the tax exemption application. The enclosed application for the property has been reviewed by the certified local historic preservation office of the City of Gainesville that has determined that the property and improvements meet the federal Secretary of Interior Standards for Historic Preservation and are therefore qualified. Therefore the property is also eligible for the County exemption.

The owner of the property (1121 NW 6th St. Gainesville) has completed necessary roof repairs to the historic structure that is the oldest building in Gainesville (pre-dating the Civil War) and that is now utilized for assisted living. The building is listed individually on the National Register.  The historic approval and permit was issued in 2018 and the work delayed and was finally completed in 2020.

However Property Appraiser staff indicate roof work does not impact the property assessment nor County ad valorem taxes over the 10 year exemption period.  (An email stated “In regards to an estimated exemption amount, as of today, there is none.  There has been no increase in the value and the record shows no new permits for 2020.  The most permits are 2019 for mechanical/air conditioning and from 2018 for a reroof,

neither of which increase the value of the property.”  This is a preliminary estimate only, and it is possible any final 2021 assessed value could be impacted. So the final exemption value when 2020 Property Appraiser assessments are complete may be impacted by the HPE.  In 2020 (prior to the completed work requesting the exemption) the assessed value was $654,651 and the total property tax (including assessment) was $15,313 (the County Ad Valorem portion was $5,167).  Note the prior value and tax is not impacted by the historic exemption if approved.
