Description:
Pursuant to Section 22.11(15) of the Alachua County Code of Ordinances, this procurement is exempt from competitive bidding requirements because the services to be provided under the revised Engagement Letter are being procured under State of Florida Contract #973-000-14-2-01 (the “State Contract”). Pursuant to the State Contract, the County requested quotes from the State approved vendors. RSM US LLP was the only State approved vendor to respond to the County’s request for quotes for the Provision of Conducting Financial and Performance Audits. Due to the sensitive nature of the scope of services (i.e., cyber security threat assessment), the revised Engagement Letter is not attached to this Agenda Item. A redacted version of the revised Engagement Letter is available upon request.
RSM will conduct and report on a full scale Cyber Security Audit including, but not limited to, penetration testing, cyber social engineering and provide detailed action plan and recommendations

The estimated not to exceed cost for the audit is $110,000; an additional $10,000 has been budgeted for unanticipated contingencies.

Background:
The Board of County Commissioners heard audit presenting findings from RSM on October 2, 2018 and directed the County Manager to continue this process for other county departments and programs.
