Follow up presentation on recent Board discussion and direction related to various urban design issues.

The BOCC hear the presentation and provide direction to Staff for Code changes related to any of the issues discussed.

Prior Board Motions:

March 3, 2021:

1. To direct staff to bring back language to incentivizing larger trees in areas where it would promote screening and walkability. Also language that would encourage the planting of trees from the County’s preferred trees list in areas with utilities and right of ways by allowing some percentage of tree mitigation to be used for that infrastructure. 
2. Direct staff to bring back proposals for increasing drive ways or temporary parking for pickups and drive thru. 
3. Direct staff to return with more information and recommendations on the use of LED motion display screens within Traditional Neighborhood Design (TND) and Transportation Oriented Design (TOD) with an emphasis on placement and safety. 
4. Direct staff to work with the applicant on the Unified Land Development Code recommendations.

April 13, 2021:
          The Board asked staff to look into recommendations for drive-thrus and other delivery options in high traffic circulation areas in recognition of the new business models in the pandemic environment.

Background:

During recent Board agenda items related to several development projects, the Board has discussed a desire to review the urban design policies and Unified Land Development Code (ULDC) provisions that regulate: drive thru uses, parking, tree mitigation, and LED signage.  Staff has prepared this presentation to provide the Board further background and options related to these issues.
