Approve and authorize the execution of the Amended and Restated Interlocal Agreement with the City of Archer for Fire and Rescue Services, which includes termination of the existing Lease and the approval and execution of a new Lease agreement for the Archer Fire Station

Prior Board Motions:
At the August 11, 2020 Board meeting, Commissioner Cornell moved to notice the City of Archer that the County is canceling the Interlocal Agreement and authorize staff to negotiate a new Interlocal.
Chair Hutchinson, Commissioner Chestnut, Assistant County Attorney Dave Forziano, and Commissioner Byerly presented comments.

Fiscal Consideration
The Lease is for 25 years at a cost of $1.00 per year. Funding for the maintenance is in Alachua County Fire Rescue's Sustainment budget.

Background:
On September 2, 2020, the County notified the City of Archer of the intent to terminate its agreement for the provision of fire services and the lease agreement. Subsequently, staff from both entities negotiated terms and conditions that would be acceptable to both parties.
On January 12, 2021, the County proposed draft agreements to City of Archer staff and on February 8, 2021, the City Commission passed Resolution 2021-06 approving the agreement and the lease.
