This certification will allow them to bill us for the responses into the County managed areas at a higher rate. However, this was assumed in preparing the FY20 budget as it was discussed in the negotiations with High Springs. Therefore, there is no fiscal consideration associated with signing this certification.

Background:
The City of High Springs has submitted an application for a CoPCN for secondary pre-hospital care provider. The agency provides essential emergency services available to Alachua County citizens and visitors to the County. All services meet the requirements per Alachua County Code Chapter 52, Florida Statute Section 401.25, and Florida Administrative Code Chapter 64J-1.
The application of a CoPCN must meet the standards in Alachua County Code 52.29(c):
In determining whether such certificate shall be granted, the board may consider the following:
(1) Whether existing emergency medical transportation services are adequate to meet reasonable public needs.
(2) The financial ability of the applicant to furnish continuous and uninterrupted service at the times required therefore, and to meet the financial obligations of the service which the applicant proposes to perform.
(3) The effect on existing medical transportation facilities and services of all kinds and, particularly, whether the granting of such certificate will or may seriously impair essential public service as provided by existing service operators.
