Prior Board Motions:
Mar. 26, 2019 - adopt the ordinance amending the administrative code and authorize Chair to sign with the following amendment:
Sec. 21.51. - Establishment, Reorganization and Abolishment.
This code shall be reviewed annually and updated to reflect any changes in the above departments. By administrative order, the county manager may establish, reorganize, or abolish departments and 34 offices in the Article III executive branch. The county manager shall provide such administrative order to the board at least 30 calendar days prior to the effective date and in a regularly scheduled business or public hearing meeting to permit the board members to state objections of the manager's order. By a majority vote of the board, the board may overrule an administrative order issued pursuant to this section.

Background:
In an effort to maximize efficiencies and streamline operations, the County Manager is proposing the following re-organization of several departments and offices, some of which would be effective January 10, 2020, while others may take until Sept. 30, 2020 to fully implement:
* Human Resources - direct report to County Manager.
* Establish Enforcement Office - comprised of Growth Management Code Enforcement, Solid Waste Code Enforcement, and EPD Irrigation Efficiency Code Enforcement - direct report to Assistant County Manager for Public Safety and Community Services.
* Animal Services - direct report to Assistant County Manager for Public Safety and Community Services.
