On August 13, 2019, the BoCC approved the Subgrant agreement amendments #7 and #8.

Background:

Alachua County incurred significant costs as the result of a federally declared disaster, Hurricane Irma, in September 2017.  FEMA has established per-capita project thresholds for both the State of Florida and the individual county to determine eligibility for qualification of reimbursement of costs related to declared disasters. In 2017, the state per capita threshold was $1.43 and the county per capita threshold was $3.68.  Both the State of Florida and Alachua County exceeded the threshold for requesting assistance from FEMA for disaster-related costs. 

Alachua County has submitted projects for reimbursement of incurred costs estimated to be over $6.4M under the allowable categories/subcategories for emergency work (Category A and B) and permanent work (Category C through G).  The County is also the pass-through entity for sheltering costs incurred by the City of Newberry and the Alachua County School Board.  Those costs are included in the submitted project amount.

After the County meets the threshold for reimbursement, the County can qualify for reimbursement of 87.5% of related expenses - 75% federal share and 12.5% state share, with the County responsible for the remaining 12.5% of the disaster-related costs.  Most of Category B costs are eligible for 100% federal reimbursement.

The Subgrant Agreement Amendment #9 include the Poe Springs Park project of $288,884.37 Federal and $48,147.40 State.  

This brings the total eligible to $7,611,801.95 with a $6,203,261.36 Federal Share, $704,270.32 State Share, and $704,270.27 Local Share.

Project reimbursement will be made in multiple, separate agreement amendments, requiring Board approval to accept each reimbursement as outlined in each associated grant agreement amendment.
