Description:

Board approval is requested for the annual Household Hazardous Waste Co-op Collection contract for Grant No. HW001 between Alachua County and Florida Department of Environmental Protection (FDEP).

Total anticipated cost (and reimbursement amount) is $180,000. An inter-fund loan in the amount of $180,000 is requested in order to conduct these Hazardous Waste Collection events. FDEP and the eight neighboring counties will reimburse Alachua County upon completion of the events. The inter-fund loan will be repaid to the Alachua County Hazardous Waste Fund no later than September 30, 2020.  Each individual County event is budgeted in Fund 236.55.55XX.537.31.00, 48.00, 52.00 and 64.00.

Background:

Over the past 24 years, Alachua County has acted as a Host County for annual FDEP Cooperative Household Hazardous Waste Collection Events in several neighboring counties. Since fiscal year 2009, FDEP has contracted with the Alachua County Environmental Protection Department to conduct collection events in Eight (8) neighboring counties (Lafayette, Gilchrist, Columbia, Dixie, Baker, Union, Nassau and Bradford). A related inter-local agreement with each neighboring county required by FDEP was approved by the county manager on September 24, 2008; the inter-local agreements are effective from September 24, 2008 until FDEP discontinues the appropriation of funding, or terminated by the consent of either the host or neighboring county as provided by the inter-local agreements. A new Inter-local Agreement exclusively between Alachua County and Nassau County was executed on January 20, 2016.

 

The FDEP agreements are cost reimbursable and a maximum reimbursement from FDEP to Alachua County is $143,000 ($63,000 for collection costs plus $80,000 for acting as a local government host in planning and conducting hazardous waste collection events in the neighboring counties). Labor and disposal costs for the collection events are initially covered by Alachua County. Upon completion of each event, all costs are reimbursed by FDEP and the neighboring counties. The inter-local agreements require these counties to reimburse Alachua County for all expenses incurred that are not paid by FDEP (estimated at $20,000).  Total anticipated cost (and reimbursement amount) is $180,000.
