Prior Board Motions:

Aug. 13, 2019 - Adopt the attached Resolutions, one which amends the current FY18/19 Schedule of Fees and Charges for Services for Parks and Conservation Lands, and one which replaces the FY19/20 Schedule of Fees and Charges for Services for Parks and Conservation Lands, to address the newly acquired Canterbury Equestrian Center; approve the fee exemption for the Youth Fair; approve amendments to clarify Gatornationals fees; and receive the five horse show contracts assigned to and assumed by the County as part of the purchase of the Canterbury Equestrian Center. $3,000 County Sponsorship. Under the County’s current fee schedule, the rental fee without the sponsorship would be $4,500 for this Event. The Event host is requesting a $3,000 County Sponsorship, which would require the Event host to pay $500 per performance (total of $1500), plus $150 per performance clean up fee if they don't clean the stands after each show.

Background:

The Spirit of the Horse Show is sponsored by Horses without Humans Rescue Organization (“HWOH”), which was previously organized as an Illinois not-for-profit corporation and an IRC 501(c)(3) organization. HWOH status as an Illinois not-for-profit corporation was involuntarily dissolved by the State of Illinois on December 14, 2018. HWOH has informed County staff that it has recently filed the necessary paperwork to incorporate in the State of Florida as a Florida not-for-profit corporation. Staff recommends that the Board approve this request for County Sponsorship contingent on HWOH furnishing the County, within 30 days of September 24, 2019, with Certification from the Florida Division of Corporations stating that it is a Florida not-for-profit corporation in good standing.  December is historically considered “off-peak” for both tourism and Alachua County Agriculture & Equestrian Center rentals.  By honoring the rates quoted to HWOH by the prior owners of the Canterbury facility for its December 2019 Event, HWOH has committed rent the facility for a similar event in December 2020 at the County’s then-current standard rates.

 

The December 2019 Event will require the use of the covered arena and 10-15 stalls.

 

Policy 16-31, found by clicking:  <http://alachuacounty.us/Depts/HR/Pages/PManual.aspx?nPolicyId=16-31>, does not specifically refer to the Agriculture & Equestrian Center, however, it does address “County Sponsorship.”  The request has been made at least three (3) months in advance; the applicant has met all requirements/rules; they have not violated an access agreement in the last two (2) years; and their event meets a social service public purpose consistent with a service currently offered or funded by the County (i.e. hosting equestrian events at the Agriculture & Equestrian Center.  This particular event supports treatment of horses recovering from abuse and neglect).  The organization will be required to enter into the County’s Facility Use Agreement and provide liability insurance in the amounts required by Risk Management.
