Background:
The transfer from personal services to operating was a planned use of one-time lapsed salaries from a vacant position to cover the cost of a new software system called Axia. This software purchase will make the petition process for citizens that go through the Value Adjustment Board much more transparent as well as much more efficient. This software system was selected after consultation with the Property Appraiser’s Office and County Management. The transfer from capital to operating is to cover the cost of desktop computers that were ordered through our normal replacement schedule. The individual cost of the computers no longer meets the new capital threshold amount of $5,000 each and therefore need to be charged to an operating account.
