Approve budget amendment 20-222 adding an additional $400K to the SR 26 @ NW 122nd Street Intersection Project from unallocated projects, Impact Fees - NW District - Fund 336. Funds for the budget amendment is contingent upon approval of the carryforward budget at the public hearing at 5 pm on 11/12/2019.

Background:

During the design phase and permitting of the Newberry Rd at Parker Rd Intersection, FDOT required additional analysis and facilities which were unanticipated with the original project scope; work include structural analysis of existing signal poles and signalization of the stand-alone right-turn lane. This additional design work and construction work requires the additional funds and the budget amendment. This work also delayed the design phase past the execution of the Agreement with Whitehurst for the signalization of the intersection; as such, the cost for the signal work was not included in the agreement. Staff was unable to reach a mutually agreeable construction price for the signalization work; change order is for Whitehurst to provide the mast arms (signal poles) and delivery them to Public Works. There is currently a 6 month lead time on mast arms due to 2018 Hurricane Michael impacts in the panhandle. Ordering the materials through Whitehurst will allow the mast arms to be manufactured concurrently with the 6 month bid phase for the construction of the signal work.

The Alachua County Comprehensive Plan's Capital Improvements Element lists the extension of 122nd Street north of SR 26 (Newberry Road) to eventually connect to NW 23rd Ave and NW 39th Ave as a priority project.  The first phase of this project is alteration to the existing signal structure to allow for new lane assignments on both approaches of 122nd Street at SR 26.  This signal work will facilitate new lane configurations and allow for the eventual construction of the first phase of the corridor to the north.  The new lane assignments for 122nd Street will be a dual northbound left, northbound through, a northbound to eastbound right turn, a southbound left and a southbound through/right lane. The roadway for the northbound approach is currently under construction and staff is negotiating with GRU for the land rights for the southbound approach.
